In October 2018, changes were made to the cannabis legislation in Quebec. The opposition Parti Quebecois desired stricter controls and voted against the measure when it came time for Quebec to approve its version of cannabis legalization.
Despite the disagreements, Premier Phillipe Couillard of the Quebec Liberal Party signed into law Bill 157 in June 2018, which amended highway safety regulations and established the Cannabis Regulation Act. It also created the Société québécoise du cannabis (SQDC) to regulate sales and distribution.
Although proponents of the drug criticized some of the more stringent restrictions, such as the ban on home cultivation and the limited number of government-owned storefronts where cannabis will first be sold, Quebec declared that it will be prepared for legalization on October 17, 2018.
